reached. talk between sides ended early today with no agreement. bart employees' contract expires tomorrow at midnight and they are threatening to strike on monday. kiro 7's debora villalon is live at bart headquarters with how negotiations went from bad to worse and also what is next? >> reporter: heather, to hear the unions tell it their barge ying team all day yesterday and today in those rooms waiting for face-to- face talks that never happened. so they left. picket signs pointing the way to a strike, and they are being made this eke by union leaders who had walked out of bart headquarters claiming nothing was getting done. >> we were there, waiting. we have been waiting. we're still waiting and unfortunately we have to prepare for what is coming up. >> reporter: what is coming up, a strike like the last one in 1997 that

west. the red areas are areas under excessive-heat warnings and will deploy some of the sensors for this 10:00 hour it's currently 106 in phoenix. right now in palm springs it's 100 degrees. closer inspection of our current temperatures we had that seabreeze kicking in, so the coast and the bay not so hot, but the we have warm to hot temperatures inland, currently mid-80s and livermore 81 degree. as far as that excessive heat warning it remains in place through at least tuesday, possibly into wednesday. this in place for the north bay valleys the inland valleys, south bay including san josi and santa cruz mountains with temperaturing ranging in the whole area from the mid-90s to 107 degrees. coming up we'll take a closer look at the very hot temperatures in your sunday forecast and we'll break down the timing of a possible cooldown. a swimming pool was a popular place to be, especially people in the hotter inland areas. >> it's a little too hot for

morning on porch of his apartment near sycamore drive. he suffered a gunshot wound to his leg and was treated at the a hospital and released. he radio refused to talk to officers. this morning police were called to the same apartment and this time the man was critically wounded. weigh was taken to the hospital where he later died. >> one year after the chevron refinery fire in richmond there are plans for a billion-dollar upgrade, not only creating hundreds of jobs, but allows the company to process a wider array of crude oils. if approved the plan would replace older equipment with newer technology to make the refinery safer and refuse greenhouse gas emissions. the city of richmond is expected to approve that project next year. on monday, student loan rates will double. after lawmakers in washington failed to reach a deal to keep them at their current levels. interest rates on stanford loans go from 3.4% to 6.8% on

lots of clear skies looking out to the estuary. maybe a few patches of fog developing first thing tomorrow morning near the immediate coastline. overnight lows will be pretty mild of look at these projects numbers. 60s and even a few low 70s to start the day out towards concord and antioch and that is a sure sign had it will be a another hot day. we have a moderate onshore breeze and thankfully we have this, because if we didn't have this, san francisco could easily be back up into triple- digit territory, but this bringing some relief towards the coast and the bay, of the this area of strong high pressure building in and remains in place over the next few days, sunday, monday, tuesday and into wednesday. so inland spots around 100, could be approaching 105-106 degrees. once again for tomorrow and into monday. and then excessive heat inland with that advisory, that warning in place as we showed you on through tuesday night,
